What is the most efficient engine operating speed and load?

Engine efficiency is greatest when the throttle is open. When nearly closed, the engine is spending (wasting) a great deal of energy creating a vacuum in the intake manifold. The exception to the above is if the engine has to run rich or retarded spark at wide-open-throttle (most engines); so best efficiency ends up being almost wide-open-throttle at low engine speeds
